The Iloilo City Government has officially signed a Memorandum of Understanding (MOU) with the Department of Health (DOH) Western Visayas and PhilHealth on October 27, 2026 to formally implement the Local Health System Integration under Republic Act No. 11223, also known as the Universal Health Care (UHC) Act of 2019.

The agreement was signed by Mayor Raisa S. Treñas, DOH Western Visayas Regional Director Dr. Mar Wynn D. Bello, and PhilHealth Regional Vice President Marjorie A. Cabrieto, cementing a collaborative framework to establish a fully integrated City-Wide Health System (CWHS).

This strategic integration ensures that every Ilonggo gains access to a comprehensive array of primary healthcare services, significantly improving both the delivery and financial accessibility of medical care across the city.

“Our ultimate goal is to continuously elevate the standard of healthcare services that we provide to our beloved Ilonggos,” Treñas said.

With the CWHS framework now set in motion, the city government, DOH, and PhilHealth will work hand-in-hand to bridge service gaps, optimize public health funding, and guarantee that primary preventive care reaches grassroots communities. (C. Halaba/Iloilo City PIO)
