Iloilo City Leads Smart Governance Push with Launch of SMART METRO Platforms

Reinforcing its position as one of the country’s forward-thinking urban centers, Iloilo City takes a major step toward digital governance with the official hard launch of the SMART METRO platforms on April 17, 2026, at Sam’s 21 Hotel.

Developed through a collaboration between the University of the Philippines (UP) and the Department of Science and Technology (DOST), the SMART METRO project introduces a suite of digital tools designed to strengthen how local governments operate, deliver services, and engage with citizens—placing Iloilo City at the forefront of data-driven governance in the region.

The initiative equips Iloilo City and neighboring LGUs with an integrated “smart governance” ecosystem built on four key platforms: Connect, a mobile app for citizen engagement; Command, a real-time decision-support system; Codex, a centralized hub for digital maps and dashboards; and Collab, a secure channel for inter-agency coordination.

For Iloilo City, the rollout signals a shift toward more responsive and evidence-based public service. By leveraging real-time data and digital connectivity, the system is expected to enhance emergency response, streamline government processes, improve feedback mechanisms, and support long-term urban planning.

Mayor Raisa Treñas underscored the importance of embracing technology to elevate governance and strengthen public trust.

“A smart city is a data-driven city,” she said. “It is a city where information is not just collected but meaningfully used to guide decisions, improve services, and strengthen the connection between the government and the people.”

With the launch of SMART METRO, Iloilo City further cements its reputation as a model for innovation and good governance—demonstrating how partnerships between academia, national agencies, and local leadership can translate into tangible benefits for communities.
