Mayor Raisa authorizes temporary open sidewalk vending for the holidays
Mayor Raisa S. Treñas has allowed the temporary conduct of open sidewalk vending in designated streets of Iloilo City for the 2025 holiday celebrations.
Through Executive Order No. 139, Series of 2025, Mayor Raisa authorizes open and whole-day vending on November 15, 16, 22, 23, 29, and 30, and December 1 to 31, 2025.
Meanwhile, the identified areas where stalls may be set up are as follows:
* Iznart Street (from Jollibee to Merzci/Po’s Marketing and from Maria Clara to before BPI);
* J.M. Basa Street (from Piche-Piche to Regent, except in front of the International Heritage Building);
* Ledesma Street (from Iloilo Auto Supply to XPH and from Unitop to F&C);
* Valeria and Delgado Streets (from F&C to Iloilo Supermart Marymart);
* Delgado Street: from the corner of Merzci to Iloilo Supermart Marymart);
* Jaro Plaza area (across SM SaveMore, Pius XII side up to the corner of JASAC);
* Molo Plaza (Locsin Street across Molo Mansion);
* Mandurriao Plaza (across the Civil Service Commission (CSC) Building).
“In anticipation of holiday celebrations, it is expected that, as part of Filipino tradition, vendors set up stalls along the allowed and identified streets of the metro, and customers would flock to purchase their needs especially during the holiday rush—providing vendors with their source of livelihood and another platform for economic recovery,” the Mayor stated in the Executive Order.
In line with this directive, the Iloilo City Traffic and Transportation Management Office (TTMO), in coordination with the Public Order and Safety Management Office (POSMO), shall lead in identifying specific areas, stall dimensions, distance between stalls, and ensuring that all vendors secure the necessary special permits before operating.
Those who wish to sell must submit the following requirements to the Special Services Division (SSD) of POSMO:
1. Barangay Clearance (from the barangay where the vendor intends to sell)
2. Community Tax Certificate (Cedula)
3. Special Permit Contract (SSD)
4. Anti-Smoking Signage (from ICAST)
5. Health Card (for vendors selling food)
6. Attendance in the GSO–Solid Waste Management orientation
Guidelines for setting up stalls shall also be followed:
* Each stall must measure 2 meters by 2 meters.
* There must be a 0.5-meter distance between stalls and from the gutter to allow pedestrian movement.
* The surroundings must be kept clean, and all stalls must be dismantled and the area cleaned before December 31, 2025.
The operation of any stall without a permit shall not be allowed. Each stall shall pay a fee of P500, to be remitted to the City Treasurer’s Office.
POSMO, through its Special Services Division, shall inspect stalls, monitor cleanliness, ensure possession of valid permits, and enforce compliance with all regulations set by the City Government.
Mayor Treñas emphasized that the Executive Order was implemented to provide opportunities both for vendors and consumers while maintaining discipline, order, and public safety.
“Gusto naton nga ang paskwa sa Iloilo City mangin matawhay, masadya, kag inklusibo para sa tanan, lakip na ang aton mga manugbaligya nga kabahin sang lokal nga ekonomiya,” Mayor Raisa said.
